I can see that posting on forums doesn't necessarily get an answer, so I'll open up a ticket and then post the answer I get.
Phone shows on wifi in the header line on call screen but sometimes when making the call it shows on voice pass.
And it shows in settings that it IS connected on wifi.
Wish I could call support on direct line (some agents are nice and will talk to you via chat or even CALL you if it's hard to explain via chat so can get answer right away,) some are not, and you have to go through that whole ticketing system but I guess since if I post it here if answered here, all will benefit.

By "header line" do you mean the notification bar at the top? Are you referring to the circle being blue indicating that you can make calls over WiFi?
Or are you referring to the two buttons right above the keypad on the "Dialer" screen that say "WiFi" and "Cell?"
To make a call over WiFi of course the circle at the top left of your screen in the notification bar needs to be blue (sometimes I have found just opening the official Scratch Wireless app can help refresh it if it's the wrong color and you are already connected to WiFi) and you have to make sure WiFi is selected on the "Dialer" screen of the phone app.
